Dr. McGinnis received his Ph.D. from UC Santa Barbara in 1993 in Political Science, with a focus on environmental policy and management.  During the past 15 years he has taught a diverse array of interdisciplinary courses that focus on environmental science, public policy, politics, and ethics and values studies.  Each course emphasizes the role of science and political institutions in policy and program development, and offers a range of case study material to supplement class lectures and discussions. He was a Visiting Assistant Professor at the University of Oregon (1992-1994), and currently teaches for the Graduate School of Environmental Science and Management and the ES Program.  He is also the Acting Director of UCSB’s Ocean and Coastal Policy Center.

Dr. McGinnis is also an environmental consultant for non-profit environmental organizations, state and federal resource agencies, and has developed environmental plans to protect cultural and natural areas, including ecosystem-based plans for significant coastal marine areas. 

To date, Dr. McGinnis has published over 60 articles, essays and book chapters on the subject of large-scale environmental policy and decision-making.  His edited compendium, Bioregionalism (New York and London: Routledge, 1999) remains the primary academic treatment of the subject from an interdisciplinary perspective.  He has received research support from the National Science Foundation (1992-1993, 1995-1996, 1997-2000), two research awards from U.S. Department of the Interior (1995-1998; 1999-2000), and a number of other grants, awards, and research fellowships.

Dr. McGinnis recently received a Fulbright Scholar Award (2008) to teach and conduct research in Montenegro, which is part of southeastern Europe along the Adriatic Sea.  He will be teaching at the University of Montenegro’s Institute of Marine Studies.
